Governance
Former administration
Huyang City was originally administered by Yu Country officials and the Five Great Families. The City Lord managed civil affairs, while Commander Mo Li Xiao directed legion matters. 230
The Five Great Families held the most valuable cave residences in Chaos A Zone:
| Cave Residence | Former Holder |
|---|---|
| Chaos Armor No. 1–2 | Two royal clans |
| Chaos Armor No. 3 | Mo Li Clan |
| Chaos Armor No. 4 | Jiang Clan of Marquis Jiu Jiang |
| Chaos Armor No. 5 | Mei Wu Clan 163 |
Luo Feng's administration
After Luo Feng saved Marquis Jiu Jiang's fief from Marquis Liu Yin, Marquis Jiu Jiang transferred Huyang City to him. Luo Feng accepted because the city was his first home on the Origin Continent and because his presence would deter future aggression. 164
- Luo Feng / Luo He — City Lord and final authority over all major matters. 164 230
- Mo Li Meng — Deputy City Lord responsible for administration; retained for his familiarity with city affairs. 230
- Mo Yu Hu — Deputy City Lord; shares responsibility for major and minor affairs. 230
- HuYang Guards — Retained as the city's order-keeping force. 230
- Huyang Legion — Disbanded under Luo Feng's reforms because the city no longer required a legion as a deterrent. 230
Luo Feng's two foundational rules were:
- No dark forces may operate in Huyang City.
- Huyang City no longer maintains the Huyang Legion. 230
The removal of dark factions returned confiscated fixed assets to affected cultivators and ended widespread extortion of merchants, allowing trade to flourish. 230
Revenue
| Source / Allocation | Amount per Epoch | Notes |
|---|---|---|
| Residence Fees collected | ~50 million Universe Sand | Based on the city's population after the war. 230 |
| Chaos Ruins income | ~6 million Universe Sand | Separate city revenue. 230 |
| Royal Capital payment | 20% of Residence Fees | Required payment to Yu Country's higher authorities. 230 |
| Estimated amount available to Luo Feng | ~30 million Universe Sand | After the city's operating costs and required payments. 230 |
Defenses and Infrastructure
Grand Formation
Huyang City's grand formation seals space throughout the city. Entry and exit normally require passing through the city gates, and void traversal cannot be used within the city. 375
The Three Great Forbidden Zones are linked to the grand formation and are crucial to its operation. 10
City Lord's Mansion
The City Lord's Mansion is the true core of Huyang City: a super-giant mechanical city capable of unleashing terrifying power. Even Heart Shadow Gate would have suffered casualties in a direct assault against it. 10
During the Heart Shadow Gate crisis, General Yue Wu took control of the city's formations and strengthened the City Lord's Mansion defenses. 202
Former military forces
- Huyang Ten Great Legions — Major Mechanical Flow military formations; their ordinary soldiers were at least True God Ninth Realm. 375
- Vine Dragon Legion — An enormous plant-shaped legion stationed near the East City Gate. 353
- Gold Jade Legion — A colossal golden octahedral legion stationed near the East City Gate. 353
- HuYang Guards — Internal security force retained after Luo Feng abolished the Huyang Legion. 230
Palm World protection
Five mountain ranges surrounding Huyang City were eventually revealed to be the tips of a colossal furry claw supporting the entire city. The claw can lift Huyang City into the sky and provides an isolation effect stronger than Thunder Mountain's, preventing outside forces from sensing karma within the city. 333 349
Luo Feng also established a Life and Death Array around Huyang City, using an array-diagram treasure as its core. The array reaches the Origin Continent's power limit and makes the city appear and disappear amid black-and-white currents. 119

| Dream Flower House | Prominent entertainment venue known for musical illusion arts and gatherings of powerful cultivators. 65 285 |

History
Arrival of Luo Feng
Luo Feng first approached Huyang City with Moluo Sa and Mo Yu Hu after entering the Origin Continent. From afar, its walls appeared like the boundary of a world, towering over mountains and extending beyond sight through clouds formed from dense heaven-and-earth energy. 353
At the time, Huyang City was already a prosperous Yu Country city governed by the City Lord's Mansion, the HuYang Guards, the Ten Great Legions, and the Five Great Families. Its large Eternal True God population and commercial importance made it the most attractive of Jiu Jiang Chaos State's three major cities for independent cultivators. 285 375
Heart Shadow Gate invasion
Heart Shadow Gate descended upon Huyang City with 139 Super Large Legion Mechanical Treasures, several thousand Eternal True Gods, and over a thousand flying vessels. The scale of its army caused panic among the city authorities and ordinary residents alike. 19
The sect quickly occupied cave residences, city gates, and the Three Great Forbidden Zones. It discovered that the Five Great Families had already dismantled much of the grand formation's core, leaving only ten to twenty percent of its power available before Heart Shadow Gate installed its own Sect Grand Formation. 269
Heart Shadow Gate later ordered the systematic plundering of the city, seizing treasures from Eternal True Gods and Void True Gods, conducting body searches, and killing resistors. Major-power branches and Luo He's cave residence were spared. 388
Liberation and transfer of ownership
Following Heart Shadow Gate's defeat, its captured members were released, though the sect's weapons, inheritance items, and accumulated wealth were confiscated. More than eighty percent of its Eternal True Gods departed Huyang City, while many of its weaker members chose to settle there. 230
Marquis Jiu Jiang formally granted the city to Luo Feng in repayment for protecting his fief from Marquis Liu Yin. The transfer left Luo Feng with authority over city management and eighty percent of Residence Fees, while twenty percent continued to go to Yu Country's God Kings. 164
Yan Feng Pavilion escorted the Five Great Families away after the transfer, ending their rule over the city. 230
Blade River Sect headquarters
Under Luo Feng's rule, Huyang City became more stable and commercially prosperous. The absence of dark forces drew more ordinary True Gods and merchants to settle in the city. 230
It later became the headquarters of the Blade River Sect, housing the sect's core disciples, Luo Feng's registered and direct disciples, and numerous human cultivators who arrived through reincarnation. 83
