Because they had copied the Old Empire's governing model wholesale, the most populous group on Merrowa World was not actually the Merova People, but the various Slave Races. In fact, they accounted for nearly seventy to eighty percent of the entire Merrowa Empire's population. They were spread across every colonizable planet in all thirteen Merrowa universes, including the most barren and remote worlds.
These Slave Races—or rather, Merrowa-style Minion Armies—included some who had originally been native inhabitants of their planets, even the original rulers of their universes. Others could no longer determine which world among the thirteen universes had once been their homeland. The Merova People moved these Slave Races about as they pleased, like military cargo, and whenever they occupied new territory, they left the Slave Races behind as cheap labor for infrastructure construction. Generation after generation, their racial histories and systems of cultural inheritance had been completely destroyed. They could not even pass them down by word of mouth, to the point that few of these Slave Races could now clearly describe what their ancestral homelands had looked like. These Slave Races had once enjoyed freedom, and some had even ruled universes. When the Merrowa invaders came to their homes, the native races rose up in resistance, but they were all ultimately defeated. The Merova People exterminated some of the civilizations that resisted most fiercely and proved hardest to reform, then brainwashed the remaining races into cheap tools and "planetary byproducts" for their empire.
Slave Races occupied "the bottom of every class" in the Merrowa Empire's pyramid of power. They handled basic production and construction, surrendered all private property, and supplied resources and population. They were laborers, cannon fodder, commodities, and even units of currency.
