After going around the Hokage Building, Minato saw the pool where he had first demonstrated the Shuriken Shadow Clone Technique to Hiruzen Sarutobi.
This was the Hokage Building's fire reservoir, used to put out fires in the building.
With a pool, many Water Release techniques became much easier to use. Not every Water Release ninja was like the Second Hokage, capable of using large-scale Water Release techniques in places without water.
Two people stood beside the pool: the Third Hokage and Shimura Danzo.
"Ha ha, Minato, come over, quickly." The Third Hokage seemed to be in an excellent mood as he said,
"I heard from Jiraiya that, based on my Shuriken Shadow Clone Technique, you developed an S-Rank Ninjutsu. And it's a Wind Release technique.
"That's why I specially invited Advisor Danzo, Konoha Village's most skilled Wind Release user, to observe your S-Rank Ninjutsu."
Minato hurriedly said, "All right, then I'll demonstrate it for the two of you."
Minato glanced at Danzo uneasily.
At the Grand Council Hall in the Bumper Guard General Manor, Minato had accidentally killed two Root ninjas without knowing who they were. He had been away from Konoha Village for so long that he had no idea how Danzo intended to deal with him.
If Lord Danzo could be magnanimous and let him off, that would be for the best.
"Wait!" the Third Hokage said.
"Danzo says that since the technique you developed is based on mine, it is inherently flawed and must have major weaknesses. It cannot possibly be a genuine S-Rank Ninjutsu.
"Have Danzo go to the other side of the pool, then use your technique on him. Use it at full strength, without holding anything back. Let him truly experience
