Jingū Kiraku rejected Danzo’s response to his demands and ordered his people to wear down the captive elder while Konoha faced mounting pressure. Two days later, Akimichi Torifu arrived in Amegakure with a new delegation, where hostile civilians and guards reminded his shinobi of their defeat before they met Kiraku.

  • Danzo refused Jingū Kiraku’s demands, and Kiraku left him in the cell after reminding him that Konoha had taught the Land of Rain to be ruthless.

  • Jingū Kiraku gave Amemura the Monument blueprint and ordered him to begin construction.
  • Jingū Kiraku asked Amemura and Erika how they would manage the New Eastern Region, and Erika warned that she might not be strong enough to handle it alone.
  • Jingū Kiraku assigned Asuka to assist Erika and trusted Angkor Fortress to deter resistance in the region.
  • Jingū Kiraku planned to convert the statues on the Aerial Fortress into Loyalty Statues so their effects could strengthen troops and increase residents’ loyalty.
  • Erika accepted the assignment and promised Jingū Kiraku she would not disappoint him.

  • Jingū Kiraku unlocked the three technologies.

Ch. 116Hidden Rain Village's Education System

  • Jingū Kiraku told Amemura he wanted to reform the village’s education system and establish both a Ninja School and ordinary schools.
  • Jingū Kiraku outlined three years of Basic Education for all children, followed by ninja training for those with talent and professional studies for those without.
  • Amemura worried that the longer education system would worsen the village’s shortage of ninja.
  • Jingū Kiraku refused to shorten the nine-year program and emphasized mental health education so Hidden Rain Village’s children would not become machines that only knew killing.

Ch. 117The Land of Rain's Path to Development

  • Yahiko and Nagato praised Jingū Kiraku’s approach, and Yahiko vowed to study ninjutsu and become like his teacher.

Ch. 120Watanabe: I've Got It!

After a breakthrough, Watanabe developed a new prosthetic arm powered by the Chakra stored in spirit paper and brought it to Niijima for testing. Niijima shattered a boulder with it and imagined the Land of Rain’s Steel Torrent sweeping across the ninja world.

  • After dreaming about steel patterns converging on Jingū Kiraku’s spirit paper, Watanabe woke and worked through the next day on a new prosthetic arm.
  • Three months after construction began, the military base opened to its first ninjas, including Niijima, commander of the Prosthetic Armament Unit.
  • Watanabe brought Niijima the newly developed prosthetic arm and asked him to test it.
  • Niijima fitted the arm and discovered he could power it only with Chakra stored in its spirit paper, not his own Chakra.
  • Niijima punched a boulder apart with the new arm and pictured the Land of Rain’s Steel Torrent sweeping across the ninja world.
