Ever since the Monster Association appeared, monsters had begun appearing more frequently in cities everywhere.
Although the Monster Association had yet to make any major moves, just as humans worshipped heroes and hoped to become heroes of the Hero Association, monsters had roughly the same thoughts after learning of the Monster Association's existence.
Previously, apart from monsters such as Sky King, Underground King, and Deep Sea King, most monsters had always acted alone. Now that the Monster Association had appeared, they naturally felt as though they had found an organization.
The massive increase in monsters had already put enormous pressure on the Hero Association, but no one had expected that at such a critical time, Garou would emerge, targeting heroes for his hunts.
The Hero Association's strongest heroes were indeed the Rank S Heroes, but the backbone of the association—and the ones who handled the most monster incidents on a daily basis—were actually Rank B and Rank A Heroes.
Yet as matters escalated, roughly one-third of the Rank B and Rank A Heroes in the Hero Association had already fallen victim to Garou and ended up in the hospital.
Garou had not directly killed those association heroes, but his attacks were still exceptionally ruthless. Those he defeated would, at best, spend ten days to half a month in the hospital; those more seriously injured had basically been forced to bid farewell to their careers as heroes.
It was not as though the Hero Association had never considered surrounding and eliminating Garou. Yet after several operations, Garou had repeatedly escaped, even breaking through his limits time and again under extreme conditions. Instead, the Hero Association had suffered heavy casualties.
