The new storyline involves quite a few character arcs, and the map is getting bigger and bigger. There are also more things to consider while writing it than in the previous storyline.
At the end of the day, I'm only one person. It really is hard to balance quality, length, and speed all at once.

A long story can't be sustained by ideas alone. It has to remain logical while still including entertaining elements, balance each character's screen time, and account for the perspectives and positions of different factions... As the map gets bigger and bigger, this kind of farming novel really is harder to write than a leveling novel in that regard.
Characters need events to exist through, while the entire story arc needs to be linked together by one event after another. The order also has to follow the general rhythm of introduction, development, turn, and conclusion. It's actually a very complicated task.
To use a more straightforward example, Shelter No. 79 was a side plot running parallel to the main storyline. Cutting it wouldn't have had much impact on the later "Battle of Ruigu City"; its related elements could have been wrapped up in other ways.
