Konoha's Nine-Tails Jinchuriki had actually fallen under the legendary strongest Genjutsu, Kotoamatsukami. This made him increasingly eager to investigate Danzo's intentions.

From the moment Orochimaru uttered the word Kotoamatsukami, Moriyue had already linked the matter to that old bastard Danzo. Still, he acted as though he knew nothing. He wanted to see what Orochimaru thought.
Orochimaru's two pairs of Sharingan glowed red in the shadows. Since Itachi Uchiha's corpse had been stolen by Haku and Zabuza, his eyes had yet to evolve into the Eternal Mangekyō Sharingan.
He flexed his fingers but did not answer Moriyue's question. Orochimaru looked at Nagato with a trace of admiration, as though even he had not expected Nagato to truly bring Naruto here.
Looking at Naruto, covered in wounds and unconscious, Orochimaru did not know what he was thinking. Perhaps Sasuke's Chakra was stirring within him, but he suddenly felt the urge to kill Naruto.

"Shisui did indeed die long ago. However, his eyes still exist. One of them is most likely in Danzo's hands."
