He had spent over a century building an army. During that time, he could have formed fleets by having veterans train recruits. There had been no need to rely entirely on retired veterans.

The result was that Ladu now had no troops to use!
If having no troops to use had happened to another civilization, it would have been one thing.

During the Great Xia War, the others had seemingly endless troops, and their fleets had only grown larger and more numerous.
