The Cluster Abyss was the Star Abyss with the greatest potential and best environment. During the Outer Abyss War, it produced the largest number of God Embracers selected to support the front lines. Combined with its inherent environmental advantages—the potential of species born in the Cluster Abyss was already fully unlocked, so they did not need to dive deeper.
