There were many ways to observe it, but opportunities to glimpse the laws of physical nature in the True Universe were exceedingly rare. The first half agreed with Ronan's understanding. As for the "rare" opportunities mentioned in the second half, what form they took in Earth's patch of spacetime, in the "Outer Earth" under the Reclamation Corps' rule, remained well worth studying.
The Myriad Heavens Divine Kingdoms' version of the "three layers, one zone, one domain" concept also contained many details that required study.
For instance, although it distinguished between the "law layer," "Transition layer," and "material layer," only the material layer existed independently. The law layer and transition layer were subjective divisions made by observers and manipulators, concepts established by convention that had come to manifest in an almost objective fashion through prolonged evolution and interference.
To a Great Almighty, they were all blended together. The material layer was the foundation; everything else, potentially even the Abyssal Extreme Region, resulted from subsequent influences and could only be distinguished through the logic of their governing principles.
Without sufficient understanding and ability, one could neither observe nor touch the relevant layers.
