Yet when the time for the "regular inspection" actually came, the changes in this region once again left the inspection team nearly unable to comprehend what they were seeing.

They saw a city. More precisely, a cluster of cities built around the former small town, consisting of six large cities and fortresses visible to the naked eye.

Phoenix Ape Race members bustled everywhere, and their numbers were astonishing. After all, they were truly a race born of heaven and earth.

But unlike before, resources still constrained them. They had begun actively controlling their population, planning land use in an orderly fashion, and had even adjusted their race's birthplaces, abandoning some of the "older models."
