Lu PingAn was no ordinary Law User. At the very least, ordinary Law Users were not like this.

"Law Users aren't supposed to be like this..."

The few veterans who knew a Law User's true strength were equally baffled and confused by Lu PingAn's display.

Though Law Users were rare and powerful, every city had a large population, so there were always a few.

After all, some people simply were not normal. No matter how difficult the threshold, they could force their way through it.

Normal Law Users actually fell into two broad categories. Most so-called Law Users were "part-timers" from high-level professions—Rule-level or higher big shots who came back to pick up this profession.

They often already possessed four or five complete Law Decrees. Once they filled in the adjacent paths around them, it would still take several years, even decades at minimum, but under normal circumstances, the difficulty was not particularly outrageous. The price, however, was that the gains were extremely limited.

In battles at their level, Law Decrees that remained at the lower levels had little effect. An overly patchwork power system instead made it harder to climb higher, making it impractical in both the long and short term.

Their greater purpose was to make up for weaknesses. These high-level part-time Law Users had mostly come for "information." They needed the professional systems of other paths in order to gain the upper hand against those high-level professions.

As a result, while they could use abilities from other professions, they were usually generic, mass-produced varieties, and they would often remain at this stage for the rest of their lives.

For them, the thirteen Law Decrees were naturally better the simpler and more common they were, rather than following Lu PingAn's lead and specifically choosing "self-created paths with potential"
