Explorer Qualification was a newly established matter to begin with. Only a few months had passed since the First Batch of assessments, so it did seem a little early to launch a second round of testing.

And even if they did, they would face the question of whether to lower the difficulty.

Lower the standards? What would the people from the First Batch who had worked so hard to earn their licenses think? What about those failures from the First Batch who had not earned one? And if lowering the standards reduced the quality of personnel, who would bear the responsibility?

This was the core of the entire Nirvana Plan. They could not lower the standards casually, but with the bar for basic qualifications set so high, what were they supposed to do if the front lines lacked people?
