The growth of Professionals could not be separated from resources and trade. The very nature of a "profession" was intensely social, making it increasingly unlikely for Professionals to become lone heroes from legendary novels.
What made Blood Crow's actions so vile was that they had shattered the illusion held by many High-Level Professionals that "Homeworld would be safe after the Nirvana Plan." They now had to consider an escape route for themselves and the people important to them, just as they had in the old era.
That was why Blood Crow and those people had to die. Otherwise, imitators would emerge again sooner or later.
Perhaps certain things would happen again after some time, but while they could still be controlled, it was necessary to kill the chicken to scare the monkeys.
