Xiao Yun brought the Four Great Academies’ survivors under his protection and traveled to Dragon Ascending Town, where he dismantled the Green Shark Pirate Group and the She Family’s hold on the town. After being officially installed as its earl, he announced reforms and plans to rebuild its defenses and public institutions.

• Xiao Yun healed and gathered the Four Great Academies’ survivors, who pledged their people to him before he led them toward Dragon Ascending Town.
• Xiao Yun learned about the town’s families and trade, confronted the She Family’s gatekeepers, and discovered its alliance with the Green Shark Pirate Group.
• Xiao Yun saved the Shui Family from Samart’s pirates, took control of their captured ship, and appointed Ma Sanbao to command it.

Xiao Yun strengthened Dragon Ascending Town before rescuing Shui Yuntian and Feng Wuhen in the Extreme North Ice Plains. He restored the underground world, brought most of the Tian Meng Ice Butterflies into his pagoda, and returned to Icefield Town as the Snow Empress kept his token.

• Xiao Yun exposed and executed the She Family rebels and captured Green Shark pirates, then began recruiting guards, workers, and sailors while expanding Dragon Ascending Town.
• Xiao Yun developed the town’s academy, docks, artillery, and defenses before Shui Ruoyan brought him Feng Wuhen’s distress letter about Shui Yuntian and Feng Wuhen.
• Xiao Yun and Shui Bing'er followed Shui Wuya’s directions to the Extreme North Ice Plains and found Shui Yuntian and Feng Wuhen trapped near Extreme Cold Snow Peak.
• Xiao Yun rescued the injured headmasters from the Ice Crevice, then returned to explore its underground world and found the Tian Meng Ice Butterflies fighting Human-Faced Ghost Ice Moths.

Xiao Yun chose a mountain range for his future sect, designed its formation, and organized Dragon Ascending Territory’s five-year development. He taught six women to cultivate Spiritual Power and martial skills, then sent them to Heaven Dou City while he traveled separately.

• Xiao Yun helped Shui Yuntian and Feng Wuhen obtain Soul Rings and break through to Soul Douluo, then took Shui Bing'er to explore the Dragon Ascending Mountain Range.
• Xiao Yun discovered seven peaks above a vast dragon vein and designed a Big Dipper formation, magical-treasure Flying Swords, and plans for the sect’s buildings.
• After a month of planning, Xiao Yun met with his officials and set five-year goals for population, shipping, education, agriculture, industry, and water management.
