In September, with the approval of the Supreme Committee, the Soviet Union began implementing OGAS—also known as the OGAS Plan.

The plan was divided into three major steps:

The first step was to use existing computer resources and the Internet as a foundation to fully implement informatization and paperless offices across government agencies and state-owned enterprises. At the same time, to ensure information security, two parallel networks would be built from the very beginning: a non-classified system and a classified system.

For the non-classified system, the Soviet Union's Umbrella Corporation would construct a government cloud system to serve as the backbone of the future national Internet. In terms of hardware, it would include a supercomputer and server cluster located in Moscow with computing power of no less than 100 PFLOPS, as well as 163 state-level computing nodes, with total computing power equivalent to 0.1 Pioneers.

In terms of software, it would be an application library for official systems that integrated all departments. Each department would have a vertical business system developed according to its own departmental functions, and all data from departments at every level would operate within that business system. At the same time, all different departments would be connected through a universal integrated data interface, enabling data sharing between different departments.

The classified system and the non-classified system would operate in parallel, with essentially the same structure, except that its computing power would be much smaller. Different departments would only carry out a small amount of data exchange through classified official documents and email systems. Lower-level computing nodes and communication lines would all be physically isolated from the Internet, connecting only at the very top to the Pioneer supercomputer.

Enterprises would serve as user terminals, regulated through a unified computerized system. All account transactions and the like would
