The rise in magical power levels was not reflected solely in magical disasters.
In October, Severus Snape notified Murphy through a Lightning Raven that he needed to return to the school for something.
The school Snape referred to was still Hogwarts. Although, due to Hogwarts being too close to the Spirit World, Murphy had relocated all the students to the specially built Umbrella Special Skills Vocational School near the Western Mansion for their safety, all of Hogwarts's facilities had been preserved.
What Snape wanted Murphy to see was the Quill of Acceptance and the Book of Admittance, located in an abandoned old tower at Hogwarts.
"Ever since I became headmaster several years ago, I discovered that the number of young wizards whose names were written in the Book of Admittance increased every year. This year, there were more than six hundred names—three times as many as five years ago!"

Now that the names in the Book of Admittance had tripled, it essentially meant that the number of young wizards being born in Britain had tripled as well.
The total wizarding population was what it was, and the birth rate could not suddenly surge so drastically. Therefore, the main contributors to this figure should have been Muggle-born wizards.
"Because magical power levels have risen, the odds of wizards appearing among Muggles have risen as well?" Murphy pondered. "If it's threefold, then in the future, wizards of purely Muggle birth will become more and more numerous, until they far outnumber pure-bloods and
