You are not qualified. Only we two Hokage advisors are qualified to lead it for Hiruzen."
Homura and Koharu argued their case, showing Danzo, their old friend, not the slightest bit of leniency.
They had to seize command of Root.
They had never considered that power could be controlled this way before.

The ability to command others to do things was called power.
Making suggestions was merely what advisors did.
