According to his grand blueprint, if Hellflowers could bloom throughout the Netherworld, then wherever they grew would be like claimed territory—places where the Asura Race could artificially create the most livable environment, much like building an underwater palace in the depths of the ocean where land creatures could reside.
There were three major challenges to conquering the Netherworld: gaining entry, military strength, and survival!
Xu Kun's answers were: the Gate of the Underworld, jointly appointing City Gods and Earth Deities through the three races, and Hellflowers!
However, aside from Xu Kun truly being able to control the opening and closing of the Gate of the Underworld, he had proposed solutions to the latter two issues, but neither could yet be fully resolved, whether because of him or the Asura Race.
Regarding the second challenge, military strength, the quickest approach to dealing with the three races was still undecided by the Asura Race for the other two races, though they had no objections to the policy toward the Mount Tai Ghost Race.
As for appointing City Gods and Earth Deities throughout the land, Xu Kun would need the Asura Race, already burdened by Karmic Debt, to hand over the Asura Race's page from the Book of Life and Death, something akin to an imperial sword of authority.
