As ripples stirred by the Ancient Hermes spread outward, his voice echoed and overlapped again and again, seeming to rise straight into the heavens. At the same time, rows upon rows of spell lists appeared in his mind.
His capacity was still quite low. He could only hold ten portions of "divine power." A first-level spell required one portion, a second-level spell required three, and a third-level spell required nine. After some consideration, aside from a second-level triggered spell, Arrowward, he filled all his remaining spell slots with first-level Body Strengthening.
Ultimately, establishing a gang in the East Borough was not all that difficult. As long as one had money, recruiting thieves, hooligans, or even vagrants was no more than the cost of a meal. The only thing to watch out for was other "colleagues."
