Torikaze did not interfere in this matter. Nagato could decide for himself. Torikaze merely wanted to tell him not to place too much faith in the promises or cries of poverty from those small countries.

So long as there was even a sliver of hope, they would cling to it without letting go. It was not necessarily a bad thing.
Torikaze simply feared that Nagato had only just regained his hope in the goodness of this world, only for those small countries to teach him another harsh lesson.
"I understand, Lord Torikaze. I will not help them for no reason. Like you, I will find a legitimate reason and let them exchange something for the chance to develop."
Torikaze nodded. "Good. As long as you know where to draw the line, handle these matters yourself. Do not blindly help others."
Nagato had experienced many things in his life, and his worldly experience far surpassed that of most young people.
"I understand, Lord Torikaze."
After this battle, the Rain Country was finally free of all future worries. Nagato could now develop the Rain Country without concern.
As for the Land of Lightning, Torikaze's other clone had already taught them a lesson.
Since he had not encountered them at the border, he traveled a little farther ahead.
He ended up finding them in the Land of Rice Fields.
He gave them a merciless beating as well, knocking several teeth out of the Raikage's mouth.
Still, as before, he had not killed the Amegakure shinobi.
The Raikage also promised that from then on, he would no longer do anything to violate another country's territory.
Torikaze did not particularly trust the people of the Land of Lightning.
