There was not even one Spy in Konoha, yet Uchiha Setsuna's threat was right before him. He could only find a way to earn Tranquility Points.
He wanted to see whether bandits, Rogue Ninjas, and the like outside the village could trigger Chaos Events.
Otherwise, he would not have wanted to go out on a mission even if someone paid him! Wasn't sleeping comfortably at home far better?
"What would it take for you to let me go? I'm not joking."
Hiruzen Sarutobi became serious as well. Torikaze did not sound as though he was joking, and the atmosphere suddenly grew tense.
