Slaughter City, paradise and hell for the fallen.
No matter the world, there were places of light and darkness. Spirit Hall and the Empire maintained order in the world, but there would always be some people who were either inherently vicious and unwilling to be controlled, failed in their struggles and went unrecognized, or had other reasons for drifting through gray, even dark, areas beyond the reach of authority.
Some of them were Soul Masters as well, possessing many dangerous abilities. Spirit Hall both suppressed and hunted them, while also showing mercy and not wiping them out completely.
The fundamental reason was that the cost of truly exterminating them all was enormous. As long as human hearts still harbored desire, the fallen could not be avoided. Exterminating them openly would only drive the darkness underground, where it was harder to detect. It was better to leave some darkness behind.
These dark places became nests for certain fallen ones, and one of the more unusual among them was Slaughter City.
The existence of Slaughter City restrained many Evil Soul Masters. The fallen who entered it were almost all thoroughly wicked. Killing, chaos, bloodshed, lust... every dark side of human nature could be found within. It was a paradise for the strong, but also a place akin to hell on earth.
Without Slaughter City, those fallen Soul Masters would have stirred up bloody storms across the continent. Yet with Slaughter City offering them a slim chance at survival, these fallen ones at least had some reservations for the sake of staying alive.
And once they entered, it was difficult to leave again. In the countless years since Slaughter City had been established, only ten Gods of Slaughter had truly succeeded in challenging Hell
