Kuroda Seiya fled to the Dongyang Empire only around forty years ago at most. Expecting the Dongyang Empire to fully understand and master the advanced technology he brought within forty years is simply a fantasy. Being able to reverse-engineer it at all would already be an exceptional achievement."
