Ch. 221Meeting the Daimyo

Seiji met Lord Water as Third Mizukage Hyou presented him as the candidate for Fourth Mizukage, winning the daimyo’s approval with his record, strength, and family ties. Lord Water approved Seiji’s succession and discussed war prospects with Hyou, while Seiji privately resolved that the daimyo would not control him.

  • Hyou introduced Seiji to Lord Water as a powerful candidate who had defeated Third Kazekage Iron Sand and served as captain of the Seven Ninja Swordsmen of the Mist.
  • Lord Water raised Kirigakure’s next-year funding by twenty percent after hearing of Seiji’s achievements.
  • Hyou explained that Seiji had been jointly recommended by himself and Elder Genji, and revealed that Seiji was Genji’s grandson.
  • Seiji praised Lord Water and promised to serve Kirigakure, and Lord Water approved him as Fourth Mizukage.
  • Lord Water asked about the ongoing Great Shinobi War, and Hyou said Kirigakure would stay out of it but might join the next war.

Ch. 222The Current State of Kirigakure

After securing the Land of Water daimyo’s support, Seiji and Hyou returned to Kirigakure as the village entered a period of rapid growth under Seiji’s reforms. Hyou took Kisame Hoshigaki and Mei Terumi as disciples, and Kirigakure continued rebuilding its strength.

  • Hyou and Seiji secured Lord Water’s promise to support Kirigakure’s construction, and Seiji departed the capital with Hyou, Suikazan Fuguki, and Jinin Akebino.
  • By Mist Year 37, Kirigakure had expanded its training and techniques after abolishing the Bloody Mist policy, while Seiji’s reforms helped restore the village’s combat strength.
  • Hyou recognized that the Bloody Mist policy had killed off talented civilian shinobi, including children who could have excelled in medical ninjutsu or Sealing Techniques.
  • At Seiji’s urging, Hyou accepted Kisame Hoshigaki, a gifted six-year-old academy student, as his second disciple.
  • Terumi Hiroshi asked Hyou to train his gifted daughter Mei Terumi, who possessed both Boil Release and Lava Release, and Hyou accepted her as his final disciple.

Ch. 223The Great Shinobi War Ends (Part 1)

Tsunade helped Konoha defeat Sunagakure by countering Chiyo’s poisons, but after losing Nawaki Senju and Dan Katō she developed hemophobia. Amegakure and Iwagakure also made peace, leaving Iwagakure free to concentrate on its wars against Konoha and Kumogakure.

  • After Nawaki Senju died, Hiruzen Sarutobi reassigned Tsunade to the Land of Rivers front, where she developed antidotes to Chiyo’s poisons and helped Shimura Danzō’s forces counterattack.
  • Tsunade created a Universal Antidote, weakening Sunagakure’s poison advantage and allowing Konoha Ninja to fight without holding back.
  • Chiyo led a surprise attack on Konoha Camp, but Tsunade defeated her Puppet Masters, and Chiyo admitted defeat, ending the war between Sunagakure and Konoha.
  • Tsunade learned that Dan Katō had been mortally wounded and watched him die, then developed hemophobia after losing both him and Nawaki Senju.
  • Hanzō of the Salamander and Ōnoki negotiated peace between Amegakure and Iwagakure, making Amegakure the first village to withdraw from the Great Shinobi War.

Ch. 224The Great Shinobi War Ends (Part 2)

After Amegakure withdrew from the war, Kumogakure retreated from its conflict with Iwagakure, while the battle between Iwagakure and Konoha intensified in the Land of Grass. Iwagakure overwhelmed Konoha after Ōnoki and Han joined the front, and Jiraiya held back the enemy long enough for Konoha's forces to retreat.

  • Hanzō of the Salamander withdrew Amegakure from the war, forcing Kumogakure to retreat from the Land of Rain and leaving it with a lasting grudge against Iwagakure.
  • Hiruzen Sarutobi sent Orochimaru and Jiraiya to the Land of Grass, where they and the Konoha forces fought Iwagakure to a stalemate.
  • After Tsunade left the front, Iwagakure gained the upper hand, but Hatake Sakumo led Konoha reinforcements that restored Konoha's advantage.
  • Ōnoki and Han arrived in the Land of Grass, and Iwagakure battered Konoha's forces; Red Earth seriously wounded Orochimaru, while Han's Boil Release scorched Hatake Sakumo.
  • Jiraiya entered Sage Mode and held back Red Earth and the Five-Tails in its complete Tailed Beast Transformation, giving Konoha's forces time to retreat.

Ch. 225The Great Shinobi War Ends (Part 2)

Konoha defeated Iwagakure on the Land of Grass front, and their peace treaty ended the Great Shinobi War. In Kirigakure, Seiji learned the war was over as he prepared to formally succeed Hyou as Fourth Mizukage.

  • Hiruzen Sarutobi led Konoha reinforcements to the Land of Grass and launched a counterattack against Iwagakure.
  • Torifu Akimichi and the clan heads restrained Han, while Hiruzen Sarutobi and Danzō Shimura kept Ōnoki occupied.
  • Jiraiya defeated and killed Red Earth, prompting Iwagakure to retreat and Ōnoki to request peace talks.
  • On June 8th of Mist Year 37, Konoha and Iwagakure signed a peace treaty, ending the Great Shinobi War.
  • Hyou handed Mizukage authority to Seiji, who learned from an Anbu that the war had officially ended.

Ch. 226Eighteen! Fourth Mizukage! (Part 1)

Seiji and Third Mizukage Hyou set July 1st as the date for Seiji to officially succeed him. At the inauguration ceremony, Seiji accepted the Mizukage hat and vowed to lead Kirigakure without disappointing the village.

  • Third Mizukage Hyou teased Seiji about taking over the Mizukage's duties and praised his leadership.
  • Seiji told Hyou he hoped to keep learning from him, while Hyou acknowledged Seiji's reforms and impact on Kirigakure.
  • Seiji and Hyou agreed that Seiji's succession ceremony would take place on July 1st, with Elder Genji arranging it.
  • After the Great Shinobi War ended, the shinobi world entered a period of relative calm.
  • On July 1st, Hyou opened Seiji's inauguration ceremony and introduced him as Kirigakure's hero before the gathered villagers and ninja.
  • Hyou handed Seiji the Mizukage hat, and Seiji put it on and promised to take responsibility for Kirigakure's future.

Ch. 227Eighteen Years Old! The Fourth Mizukage! (Part 2)

Seiji became the Fourth Mizukage, pledging to lead Kirigakure into a new era and restore its glory. As the crowd celebrated, he reflected on his plans for Kirigakure and his hope of reviving his father Genji.

  • Seiji declared himself the Fourth Mizukage, and Kirigakure's ninjas and villagers cheered his appointment.
  • Seiji considered how his chakra knowledge and technology had strengthened Kirigakure and why he needed the village's support for his long-term plans.
  • Seiji remembered his father Genji and resolved to fulfill his dream of making Kirigakure strong, while hoping to revive him.
  • Seiji called on everyone to unite and restore the Hidden Mist's glory, and the crowd answered with cheers.
  • A voice shouted that they wanted to have Seiji's babies, making the crowd laugh as Seiji declared the new era had begun.

Ch. 228The Candidate for Six-Tails Jinchuriki

After becoming Fourth Mizukage, Seiji considered how to appoint a Six-Tails Jinchuriki and obtain some of the beast’s chakra. The chapter ended with Third Mizukage Hyou searching his memory for suitable candidates.

  • News of Seiji’s succession reached the other villages and Madara Uchiha’s faction, prompting varied reactions from their leaders.
  • Seiji returned to Mizukage duties and appointed Hozuki Chino as his secretary, while sending Otsutsuki Gara to the Anbu.
  • Seiji summoned Third Mizukage Hyou and Elder Harusame to discuss finding a Six-Tails Jinchuriki.
  • Seiji named Utakata, Harusame’s two-year-old adopted child, as a backup candidate because his father had been a Jinchuriki.
  • Seiji asked Hyou whether Kirigakure had other suitable Jinchuriki candidates, and Hyou began reviewing the village’s ninja.

Ch. 229Battle with Six-Tails Again

Seiji prepared to seal the Six-Tails into a suitable Hidden Mist jinchuriki and released it at Training Ground No. 15. After observing its Chakra with his Jōgan, he decided to extract two tails’ worth of Chakra before choosing a host.

  • Seiji decided that Kisame and a Kaguya clansman would test their compatibility with the Six-Tails, with Utakata as the fallback candidate.
  • Three days later, Seiji, Hyou, Yagura, village elders, the Seven Ninja Swordsmen, and jinchuriki candidates gathered at Training Ground No. 15.
  • Hyou released the Six-Tails from its sealing jar, and Hyou, Yagura, Suikazan Fuguki, and Jinin Akebino formed a Four Red Yang Formation around the training ground.
  • Seiji studied the Six-Tails with his Jōgan and decided to extract two tails’ worth of Chakra.

Ch. 230Beat Down Six-Tails

Seiji fought the newly unsealed Six-Tails, shrugging off its attacks and severing two of its tails. He stored the tails in Takamagahara Space as food for his Small Ten-Tails while the enraged Six-Tails realized Seiji had become far stronger.

  • The Six-Tails fired a Tailed Beast Ball at Seiji and the spectators inside the Four Red Yang Formation.
  • Seiji used Sukuna Hikona to shrink the Tailed Beast Ball and casually swatted it into the ground.
  • The Six-Tails attacked Seiji with corrosive acid, but Seiji absorbed its Chakra with the Absorption Seal and rushed toward it.
  • Seiji used Hiramekarei Release and Crescent Moon Sky Piercer to sever two of the Six-Tails' tails.
  • Seiji shrank the severed tails with Sukuna Hikona and stored them in Takamagahara Space for his Small Ten-Tails.

Ch. 231A Bold Idea

Seiji subdued the Six-Tails and extracted three clumps of its chakra. Noticing that the beast’s corrosive acid resembled Mei Terumi’s Dissolution Release, he decided to have her try becoming its Jinchuriki.

  • Seiji blasted the Six-Tails away with Shinra Tensei, then restrained its chakra with black rods while it was trapped inside the Four Red Yang Formation.
  • Seiji extracted three clumps of chakra from the Six-Tails and signaled the barrier team to lower the barrier.
  • Kaguya Kaze and Elder Spring Rain praised Seiji’s strength as he returned to the onlookers.
  • Seiji ordered Ken to summon Mei Terumi and Terumi Hiroshi, proposing that Mei try becoming the Six-Tails’ Jinchuriki because her Dissolution Release resembled its corrosive acid.

Ch. 232An Unexpected Candidate! Six-Tails Jinchuriki Mei Terumi! (Part 1)

Seiji tested Kisame Hoshigaki, Kaguya Haru, and Mei Terumi as candidates to host the Six-Tails' Chakra. Mei's Lava Release Chakra reacted strangely with it, confirming Seiji's suspicion about the Six-Tails' ability.

  • Seiji gave Kisame Hoshigaki and Kaguya Haru small clumps of Six-Tails Chakra to test whether they could suppress it.
  • Kisame Hoshigaki suppressed the Chakra easily, while Kaguya Haru struggled, leaving Kaguya Kaze to accept that his clan had not measured up.
  • Hyou and Seiji praised Kisame Hoshigaki, whose immense Chakra reserves made him a promising candidate for Kirigakure's future.
  • Terumi Hiroshi arrived, and Mei Terumi came to Training Ground No. 15 to undergo the test.
  • Seiji placed the final clump of Six-Tails Chakra in Mei Terumi, where it reacted with her Lava Release Chakra without causing the expected disturbance.

Ch. 233An Unexpected Candidate! Six-Tails Jinchuriki Mei Terumi! (Part 2)

Mei Terumi proved compatible with the Six-Tails, and Seiji sealed the tailed beast inside her. She became its jinchuriki, but she would need to grow stronger and earn the Six-Tails’ recognition before she could use its full power.

  • Mei Terumi said the Six-Tails’ chakra felt familiar, and Seiji concluded that it resonated with her Lava Release chakra.
  • Seiji chose Mei as the Six-Tails’ jinchuriki, while Yagura and Isobu entered the Six-Tails’ consciousness and persuaded Saiken to agree.
  • Saiken submitted to Seiji, who used the Four Symbols Seal and Eight Trigrams Sealing Style to transfer the Six-Tails into Mei.
  • Seiji left Mei a key to release the seal, explaining that she would need to grow stronger and gain Saiken’s recognition to become a Perfect Jinchuriki.

Ch. 234Twin Swords: Successors of Hiramekarei (Part 1)

Three months after Mei Terumi became the Six-Tails Jinchuriki, Seiji visited the Anbu training grounds with Hozuki Chino and Karatachi Yagura to choose a new wielder for the Twin Swords Hiramekarei. He considered Hozuki Chizuru and Fujiwara Naoki the best candidates, but had not yet made his selection.

  • Seiji reflected that Mei Terumi could grow into a Kage-level fighter and might eventually develop a new Kekkei Tōta with his guidance.
  • Seiji brought Hozuki Chino and newly appointed Mizukage Assistant Karatachi Yagura to the Anbu Main Base.
  • Jinin Akebino defeated Munashi Jinpachi in the First Training Ground, disarming him and knocking him down.
  • Ken and the other Ninja Swordsmen greeted Seiji, who had come to select a new wielder for the Twin Swords Hiramekarei.
  • Seiji judged Hozuki Chizuru and Fujiwara Naoki relatively compatible with the blades, while he considered Terumi Hiroshi too weak and Miyajima Kimiko unsuitable.

Ch. 235Twin Swords: Successors of Hiramekarei (Part 2)

Fujiwara Naoki withdrew from the contest for Twin Swords Hiramekarei, leaving Hozuki Chizuru to prove himself as its wielder. Seiji arranged a test for Chizuru and the other candidates that afternoon, with Yagura serving as their sparring partner.

  • Seiji asked Ken to bring Hozuki Chizuru and Fujiwara Naoki from Ken's office.
  • Fujiwara Naoki told Seiji he was withdrawing from the contest and said Chizuru was better suited to wield Hiramekarei.
  • Seiji accepted Naoki's withdrawal, sent him away, and handed Twin Swords Hiramekarei to Chizuru.
  • Seiji gave Chizuru half a day to practice with the sword and his teammates, then ordered Yagura to spar with the seven candidates that afternoon.
  • Yagura called Seiji "Brother Seiji," and Hozuki Chino scolded him to address Seiji by his title while on duty.

Ch. 236Kirigakure's Reforms

Seiji reorganized Hidden Mist Village’s government into nine departments to make it more efficient and strengthen its independence. The reforms won approval from the village’s leaders, and the chapter ended with the village operating more smoothly and Seiji freed from much of its administrative burden.

  • Yagura returned from a sparring match battered, then joked with Seiji and Hozuki Chino about whether he had lost to seven opponents.
  • Hozuki Chizuru received the Twin Swords Hiramekarei, giving him Kage-level combat power and restoring the Seven Ninja Swordsmen of the Mist to full strength.
  • Seiji presented his reform plan to Third Mizukage Hyou and Elder Genji, who approved it after detailed discussions.
  • Seiji convened a meeting where the clan heads and faction leaders agreed to reorganize Hidden Mist Village’s administration into nine departments.
  • Seiji assigned leaders and responsibilities across the departments, established a contribution system and research laboratory, and placed the Seven Ninja Swordsmen of the Mist under the Defense Department.
  • Seiji handed Genji his Underground Exchange wealth to support the village, and the reforms made administration more efficient while easing Seiji’s workload.

Ch. 237Second Fetal Movement

In July of Mist Year 39, Seiji completed the Tenseigan’s second Fetal Movement and tested his increased power in the Otsutsuki dimension. After returning to the Mizukage Office, he sensed that the Tenseigan chakra controlling Kaguya Musashi had been disturbed.

  • Seiji used Takamagahara to travel from the Mizukage Office to the Otsutsuki Ruins.
  • Seiji activated Tenseigan Chakra Mode, awakening the Small Ten-Tails briefly before it went back to sleep.
  • Seiji condensed three additional Truth-Seeking Orbs, bringing his total to six, which he controlled with his hands.
  • Seiji ended Tenseigan Chakra Mode and returned to the Mizukage Office with Takamagahara.
  • Seiji sensed that the Tenseigan chakra he had left in Kaguya Musashi had been disturbed.

Ch. 238Second Battle with Madara Uchiha (Part 1)

Seiji learned that Kaguya Musashi had found Madara Uchiha’s hiding place and traveled to investigate. Madara caught up to Kaguya Musashi and attacked him, but his attempt to control him with genjutsu was reflected back.

  • Seiji discovered Madara Uchiha’s location through the Tenseigan Chakra inside Kaguya Musashi and left Kirigakure, entrusting village affairs to Hozuki Chino and Karatachi Yagura.
  • Ken reported that a Konoha Root shinobi had arrived with a letter from Shimura Danzō, and Seiji assigned Yagura to handle the visitor.
  • The Demonic Statue of the Outer Path stirred when Kaguya Musashi passed overhead, waking Madara Uchiha, who pursued him using Tobi’s outer shell and the Mayfly Technique.
  • Madara Uchiha struck Kaguya Musashi with Susanoo, but Kaguya Musashi endured the first attack and used the Blood Burning Technique to damage Susanoo’s second stage.
  • Madara Uchiha repaired Susanoo, attacked Kaguya Musashi with Fire Release, and tried to capture him with Sharingan genjutsu, but the genjutsu was reflected back at Madara.

Ch. 239Second Battle with Madara Uchiha (Part 2)

Seiji found Madara Uchiha’s underground base and confronted him after Madara killed Kaguya Musashi and prepared to flee. Madara restored his youth and attacked Seiji with a massive fire technique, leaving their battle underway.

  • Madara Uchiha killed Kaguya Musashi, stored his corpse in a Sealing Scroll, and returned to his underground base to prepare to leave.
  • Seiji used a new Pupil Power marker to locate Madara’s base and blasted a hole through its ceiling with Divine Air Strike.
  • Madara recognized Seiji and chose to fight, then tossed him the scroll containing Kaguya Musashi’s corpse.
  • Madara absorbed life force from White Zetsu Clones with Yin-Yang Release: Life Absorption and regained his youth.
  • Madara attacked Seiji with Fire Release: Great Fire Annihilation, and Seiji answered with the Tenseigan’s Sealing Technique Absorption Seal.

Ch. 240Second Battle with Madara Uchiha (Part 2)

Seiji Otsutsuki and Madara Uchiha traded powerful ninjutsu and taijutsu attacks, with Seiji showing new abilities and Madara adapting to them. The battle paused after a fierce exchange, and Madara praised Seiji’s strength, but Seiji felt no need for his acknowledgment.

  • Seiji absorbed Madara Uchiha’s sea of flames and fired a Tailed Beast Ball, which Madara blocked and reflected with his War Fan.
  • Seiji attacked Madara from behind, but Madara dodged and kicked him away before pressing his advantage.
  • Seiji shrank with Sukuna Hikona to evade Madara’s punch and countered with a Bone Spike, which Madara dodged using his Sharingan.
  • Madara attacked with his Kusarigama, but Seiji dodged, appeared overhead, and struck Madara hard enough to crater the ground.
  • After exchanging another punch, Seiji and Madara paused, and Madara praised Seiji as the strongest opponent he had faced besides Hashirama.
  • Seiji dismissed the value of Madara’s acknowledgment because he was already the Fourth Mizukage and stronger than Madara’s current self.
