The cats and dogs used to transport Counterfeit Leis had all met miserable ends, after all, since the drugs had to be removed from their stomachs.
For that very reason, Fontaine had recently been strictly investigating anyone taking in stray cats and dogs. Benoit, the president of the so-called Kindness Society, had committed no minor crimes. The Kindness Society, originally meant to care for strays, was now despised by everyone. Though he had his difficulties, difficulties could not erase his crimes.
The Kindness Society had been founded by Benoit's father, a deeply compassionate man. He had adopted many cats and dogs wandering the city streets and eventually established the society. Unfortunately, while he was indeed kind-hearted, he did not know his limits. In the end, he took in more cats and dogs than he could handle.
Keeping cats and dogs was expensive and troublesome. In cities, pet owners were generally at least middle-class families. Ironically, these same people had also caused the flood of stray cats and dogs. It was not that they could not afford them, but that they found them troublesome. Raising a pet was a great deal of work. Apart from those who truly loved animals and accepted that responsibility, people merely following trends quickly lost patience and abandoned their pets, leaving them as strays.
The Kindness Society had taken in more stray cats and dogs than it could deal with, and its funds began to run short. That was when Elodie approached Benoit, and the two began their cooperation.
