Destroying the planet was, of course, a lie. Destroying humanity's living environment, however, was the truth.
The Wizarding World did have wizards who could perform prophetic magic. Shen Fei wasn't afraid of being exposed, because he did know some things about the future. Plus, with his strong soul, Dumbledore's Legilimency was useless against him, so others certainly wouldn't stand a chance.
Speaking of which, Grindelwald seemed to be a Seer himself. It was because he had seen the future that he had thrown himself headlong into his actions.
"You should both be aware of the Muggles' ultimate weapons. Once war breaks out, no matter which side loses, the final outcome will be the activation of those ultimate weapons, and everyone will perish together. We must avoid that at all costs."
The saying went, "Barefoot people aren't afraid of those wearing shoes." If you were willing to risk everything, you could even drag an emperor off his throne. The first step of Shen Fei's plan was to make the current wizards accept education about the Muggle world. Compared to adults whose personalities were already set, students were at the most impressionable age for changing their minds.
