After several days of negotiations, Shen Fei and Candela finally reached a certain degree of cooperation. The terms were largely similar to those with Siesta. After all, while Dosoles and Siesta had different focuses, both were resort cities.

If Chernobog truly declared independence, Ursus would throw everything it had into attacking it. Setting everything else aside, if Ursus sent several Emperor's Blades to Chernobog to self-destruct, the city would be destroyed immediately.
Do not think Ursus was incapable of doing such a thing. If pushed too far, they undoubtedly could. Under those circumstances, they naturally could not pressure Ursus too much.
To Herman and Candela, the fact that Ursus, which had always been so overbearing, had actually allowed Chernobog to become independent was astonishing. If they could become allies, it would naturally bring tremendous benefits to both of them and their mobile cities.
