The first to arrive was Jean-Luc Morel, Greater Europa's Commissioner for Diplomatic Affairs. He was in his early fifties, dressed in a finely tailored dark green robe, his silver sideburns trimmed with meticulous neatness.
He had graduated from Beauxbatons, and after serving twenty-three years in the French Ministry of Magic, he had been poached by Greater Europa.
Some said Morel had accepted the post in Greater Europa because, after France refused to join Greater Europa, his path to promotion in the French Ministry of Magic had been blocked. "President Grindelwald." Morel extended a hand. "Thank you for arranging this meeting on such a tight schedule."
"Commissioner Morel." Vivi shook his hand. "Please, sit."
Morel sat down on the left side of the conference table and placed his documents in front of him.
The second to arrive was Claudia von Stauffenberg, representative of the Bavaria-Danube region.
She was half a head taller than Morel, dressed in a dark green formal robe, her left arm hanging slightly stiffly at her side.
"Ms. Grindelwald." Von Stauffenberg shook Vivi's hand.
She sat down across from Morel, opened her file, and began reading at once.
The third to arrive was Ignacio Mendoza de Leon, representative of the Iberian region.
He was in his forties, with olive skin and black curly hair, dressed in a dark red formal robe with the collar open, revealing a silver pendant beneath it—an honor medal from Spain's Auror forces, awarded to survivors who had lost comrades in action.
Mendoza had lost three partners during the Pyrenees Dark Wizard purge operations
