Over the past two years, Rayne's Heavenly Soldiers had been manufacturing Iola's Cores, but they had only made two and a half. One was used in Aiseng, one was installed on the Gotham Star Destroyer, and the third Iola's Core had only just passed the halfway mark. It would take at least another six months to complete.
Moreover, tens of thousands of Demonfolk still remained in Kurgus's territory. They were extremely scattered and needed to be slowly eliminated by the Duke's Guard.
All of this required time.
Even if the tower and Magic Torchlight were built, the construction focus of the various Imperial factions was currently on Aiseng. The population migrating from the Empire and the transported supplies were almost all concentrated in Aiseng. Developing two cities at once would instead reduce efficiency.

The construction effort would then shift north of Gotham City. Loboster would be the next city to be rebuilt, and only afterward would they resume expanding southward.
