Though Palpatine said that, he was in fact putting the Jedi Order over the fire once again. Even as he claimed not to blame them, he was emphasizing the crucial roles those two Jedi Masters had played in the Battle of Kamino, deliberately or otherwise reinforcing the Jedi Order's role in that defeat.
