2216, Developer Sector
The Duchy of Dawn's Ministry of the Interior immediately proposed a plan to resettle people in the Unknown Regions, primarily on Levik planet. The many empty, habitable planets there could conveniently resolve the increasingly troublesome issue of immigration on Rendili Planet.
The Duchy of Dawn had been accepting immigrants from Rendili Planet for nearly ten years. Now, the greatest problem within the Duchy was the instability brought by those immigrants, including insufficient jobs, food, housing, and more.
For many immigrants, their first task was simply feeding themselves, building homes for themselves, and expanding agricultural production to provide more food. Only after that could they be assigned to other positions.
However, this model would add much inefficient, poor-quality housing and many rudimentary industrial plants to the planets receiving immigrants, greatly slowing the development of genuine industrial strength. Those inferior development zones would also bring greater instability to the planets.
Therefore, after Mongal-Mongal had been cleared out, the Ministry of the Interior began planning a new immigration program.
First, Levik planet would be made the capital of the Developer Sector. This would be the Duchy of Dawn's fifth sector, following the Modell Sector, Hoth Sector, Sith Vena star sector, and Chiss territory.
Levik planet would serve as the sector's largest administrative and industrial center, with all administrative agencies and industrial systems built there.
Twenty agricultural planets would initially be planned around Levik planet, with one million immigrants sent to each. Moreover, most of the Developer Sector's future population would be relocated to those agricultural planets, while Levik planet itself would retain only a small permanent population.
