Energy Planet Sarapin, located in the Core Worlds, had actually been occupied by the Separatists for a time!

The news shocked the people of the Galactic Republic. After several days of preparation and planning, Supreme Chancellor Sheev Palpatine officially convened an emergency session on June 22 and introduced Proposal No. 426117.

Under the proposal, local planetary defense forces would be strengthened. The Republic would dispatch military advisory missions to urge these planets to expand their armies, purchase warships and starfighters, and ensure that every soldier received more than three months of rigorous training.

However, most of the additional expense would have to be borne by the planets themselves. The Republic would provide only about one-quarter of the funds as a subsidy. Furthermore, all ground forces and space fleets established by these planets would have to accept the unified command of the Republic Supreme Strategic Command.

The proposal amounted to universal military expansion, forcing the war upon every planet.

The wealthy planets of the Inner Rim and Core Worlds naturally did not care, but many planets in the Mid Rim and Outer Rim simply could not afford such exorbitant costs.

As mentioned before, most planets in the Mid Rim and Outer Rim had originally lacked the technology and civilization to meet the standards of an interstellar civilization. They had merely been forcibly elevated after joining the Galactic Republic, and their productive capacity could not possibly meet such demands. Thus, most of those planets could only serve as dumping grounds for goods and sources of labor and raw materials. This measure would only make things worse for worlds already burdened by crushing wartime taxes.
