Government and Society
The Republic ruled tens of thousands of star systems for more than 25,000 years. Despite its scale and grandeur, it never developed a centralized, efficient administrative system; its bureaucracy, oligarchic interests, and loose governance made it fragile beneath its appearance of stability 1 7.

The twenty legions became the foundation of the Republic's wartime system. Their High Sector Governors held combined military and administrative authority, could appoint or dismiss officials, and controlled relatively independent industrial and economic systems within their jurisdictions 2694.
Centralization and Collapse
As the war continued, Palpatine steadily bypassed the Senate. He reduced the voting weight of Mid Rim and Outer Rim senators, strengthened the influence of the Core Worlds and Inner Rim, and built the Loyalists Committee, COMPOR, and the Sub-Adult Group to mobilize support for his regime 1739.
The Republic's wartime counteroffensives achieved major territorial gains but caused severe civilian hardship, destruction, and alienation on conquered worlds.
