Government and Society

The Republic ruled tens of thousands of star systems for more than 25,000 years. Despite its scale and grandeur, it never developed a centralized, efficient administrative system; its bureaucracy, oligarchic interests, and loose governance made it fragile beneath its appearance of stability 1 7.

• The Galactic Senate was the Republic's highest political authority. Even weaker planets could use it to voice grievances, provided the interests of major powers were not directly threatened 394 1374.
• The Jedi Order acted as a supra-political guardian institution, able to intervene in matters it deemed evil and receive official cooperation without holding normal political offices 100.

History

Decentralization and Corporate Ascendancy

Following its victory over the Sith Empire at the Battle of Ruusan a millennium before the Clone Wars, the Republic implemented the Rusan Reforms. It drastically reduced military spending, disbanded most of its armed forces, and concentrated on commercial, industrial, and service-sector development 972.

The reforms created long-term vulnerabilities. The Republic relied heavily on the Jedi Order and the limited Judicial Fleet for order, while mega-corporations gained control of major economic sectors. Bribery became cheaper and more effective than following the Constitution, and corruption spread through nearly every government institution 972.

The Outer Rim was especially detached from central authority. Its connection to the Republic was primarily economic rather than administrative or military, with corporate magnates acting as the effective intermediary between Rim worlds and Coruscant 259.

• The Trade Federation's navigation data was vital to Outer Rim commerce and Republic influence; its later withholding of data prevented the Judicial Fleet from deploying quickly without Federation consent 2150 2151.

Count Dooku's separatist movement drew hundreds of Outer Rim planets and major corporations away from the Republic. Separatist broadcasts increasingly replaced Republic media in the Outer Rim, while new Separatist warships exceeded the limitations imposed by the Rusan-era treaties 471 482.

Chancellor Sheev Palpatine used the crisis to expand executive authority. Although the Military Creation Act initially failed in the Senate, Palpatine gained emergency decree powers, then used them to establish the Grand Army of the Republic and centralize military authority 482 516 1879.

The twenty legions became the foundation of the Republic's wartime system. Their High Sector Governors held combined military and administrative authority, could appoint or dismiss officials, and controlled relatively independent industrial and economic systems within their jurisdictions 2694.

Centralization and Collapse

As the war continued, Palpatine steadily bypassed the Senate. He reduced the voting weight of Mid Rim and Outer Rim senators, strengthened the influence of the Core Worlds and Inner Rim, and built the Loyalists Committee, COMPOR, and the Sub-Adult Group to mobilize support for his regime 1739.

The Republic's wartime counteroffensives achieved major territorial gains but caused severe civilian hardship, destruction, and alienation on conquered worlds. The seizure of local defense fleets enabled the Republic to conquer hundreds of planets, but the newly unprotected systems suffered piracy and received little meaningful aid from the Republic Navy 1335 1384.

Judicial Fleet

Before the Clone Wars, the Judicial Fleet was the Republic's principal standing military force, but it was limited in scale and poorly suited to large-scale warfare.
