According to General Grievous's plan, the InterGalactic Banking Clan and the Fourth Group fleet would take the initiative, first attacking the Galactic Republic fleet surrounding Makito and Muunilinst.
Now that the Behemoth-class battlecruiser existed in considerable numbers, it would not be difficult for the combined fleets of those two powers to accomplish this.
Then, they would attack the capital of the Galactic Republic 8th Army, Ord Mantell.
The Galactic Republic 8th Army was currently overwhelmed by the Geth situation. Ord Mantell surely would not be able to hold out for long. The only difficulty was how to put on a convincing show without letting the Galactic Republic discover the connection between Geth and Dawn Star Planet.
Once something went wrong with the 8th Army, the Galactic Republic absolutely could not stand by and do nothing.
