The Corrupt Galactic Republic
Over a thousand years ago, during the Battle of Rusan, the Galactic Republic utterly destroyed the Sith Empire, winning that long war and becoming the sole power in the entire Milky Way Galaxy.
Afterward, the Galactic Republic Senate declared that there would be no more wars in the Milky Way Galaxy. It began pushing the Rusan Reforms, reducing the nation's military spending to an extremely low level while vigorously developing the service sector, commerce, and industry.
The original intention behind this reform was actually very good. It was like when you played the Total War series and wiped out every enemy, only for the whole game to suddenly turn into Cities: Skylines. At that point, you would definitely want to disband all those armies with their exorbitant upkeep costs. Nothing could stop me from building...

But the reality was that although the Galactic Republic disbanded the vast majority of its military and relied solely on the Jedi Order to maintain the Republic's order and rule for a long time, that additional revenue never made its way into the national treasury.
There were, of course, a few decades of good times. But before long, the Galactic Republic's economic lifelines were all controlled by those Mega-corporations. The result of excessive commercialization was the unchecked growth of those corporations.
Gradually, those Mega-corporations discovered that bribing the relevant government officials was far cheaper than following the rules and acting according to the Galactic Republic Constitution. Thus, corruption began to spread.
