The Ministry of Justice claimed that this spy was connected to several prominent Republic families and major corporations. Even the corruption and criminal activities of several departments were tied to him. Therefore, he had to be sent to the Ministry of Justice Prison first. Only after all these matters had been thoroughly investigated could he be handed over to the Intelligence Department.
Thus, while the two sides argued back and forth, Bond was temporarily held in the Ministry of Justice Prison.
By procedure, anyone entering the Ministry of Justice Prison had to undergo a thorough search. However, because the prison held mostly prominent figures, their privacy was protected as much as possible, and the searches were conducted discreetly.
