More accurately, the pistol itself was not the Noble Phantasm. Rather, it should be viewed as a Noble Phantasm encompassing the entirety of "Billy the Kid's shooting while holding this pistol," making it close to an Inherent Skill.

Using a Servant's perception, he played back the flow of time around him in slow motion. After fully grasping the situation, he carried out rapid retaliatory shots. Whether facing an Archer's sniping or Saber's slash, he could completely pinpoint his opponent's position and swiftly fire up to three shots at their vital points.

Because he had become a Servant, its range was several times greater than it had been in life.

The most vicious aspect of this Noble Phantasm was that most of it was "technique." Unlike the concept of a Noble Phantasm, it consumed very little mana—specifically, about as much as using an E-rank Noble Phantasm.
