That was her authority as the Herrscher of Domination, an ability similar to that of a puppeteer.
She could use imaginary renormalization to split into a thousand weak individuals—the tiny, adorable Little Prometheus Ducks. Each one could use a weakened version of Herrscher abilities, provided Prometheus could obtain and plunder those abilities. The adorable Little Prometheus Ducks, however, could not plunder the authority of native Herrschers, such as Sirin, the Herrscher of Void; Joyce, the Herrscher of Reason; Raiden Mei, the Herrscher of Thunder; and Kiana, the former Herrscher of Flames.

In summary, the Herrscher of Domination's ability to seize Herrscher authorities was limited to the Dominion Theater. But as everyone's ally, they could share their authorities for her to use without affecting their own powers.
