What changes did patch 13.13 bring?
Rell's jungle capability was buffed. The classic Playoffs jungle adjustment buffed Lee Sin and Nidalee by a mosquito's leg while nerfing Vi and Wukong, with Wukong getting nerfed into the ground. Annie and Neeko were nerfed in mid, Moon Man and Varus were nerfed bot, Statikk Shiv, Essence Reaver, and Rapid Firecannon were hit again, and even Ghost got nerfed among the Summoner Skills.

Nonsense. According to Designer logic, if the strong ones got nerfed, then the weak ones had been indirectly buffed. How could you say there were no buffs?
Why bring up the patch changes in advance? Because patch changes had a massive impact on the game. If you didn't believe it, go play a game of League of Legends right now. Anyone who hadn't read the patch notes would feel like they were learning jungle for the first time again. Everything had to be relearned from scratch.
