"Up to this point, Konoha should have only noticed that we're capturing the Tailed Beasts. They don't know our purpose yet, but... we don't have much time left."

"As for the Nine-Tails... we can pretend to make probing attempts to capture it, forcing Konoha to focus on protecting the Nine-Tails Jinchuriki and leaving them with little energy to monitor our actions.
"Although the four great nations are hostile toward Konoha, our previous actions have probably already caught their attention. We don't have much time left."
Pain looked worried. "The other aspects can still be dealt with, but what about the Nine-Tails? Without its Chakra, we still can't complete the Eye of the Moon Plan."
The Masked Man changed tack. "Do you remember what Kakuzu once said about the Second Hokage dying together with the Kinkaku and Ginkaku brothers?"
Pain seemed to have grasped the key point. "Kinkaku and Ginkaku? You mean..."
The Masked Man said confidently, "I've already sent Black Zetsu to search for Kinkaku and Ginkaku's corpses. Once we successfully obtain the Nine-Tails' Chakra, the Nine-Tails Jinchuriki won't be essential to us anymore.
"We can continue pretending to covet and attempt to capture the Nine-Tails Jinchuriki, keeping Konoha and the other nations distracted while we complete our plan in secret."
Pain nodded. "You're right. This really is an excellent plan. In that case, we'll need to be more cautious with our next actions. We've suffered heavy losses, and if we want to put Konoha on high alert, we probably don't have enough manpower."
