Sengoku stood before the Navy and spoke to Iron Fist Garp at his side.
"Sengoku!"
Garp froze for a moment, then nodded.
"Borsalino! Sakazuki! Kuzan!"
Sengoku called out three more names. The current Three Admirals turned toward him. Seeing the resolve in his eyes, Aokiji, who stood by the shore freezing the sea to pin down the pirate ships, nodded silently. So did Akainu and Kizaru.
"The Seven Warlords of the Sea will fight too!"
Sengoku turned to the Seven Warlords. This time, his voice was firm and his gaze commanding, leaving no room for compromise. This was the Navy Fleet Admiral's demand. Hawkeye alone looked unconcerned, and Kuma remained expressionless. The others felt the pressure.
Doflamingo, Gecko Moria, and Empress Hancock were all Warlords whose strength fell short. Each had accepted the World Government's invitation to serve as one of its figureheads because of particular circumstances, needs, and interests.
In raw strength, they lagged behind Hawkeye and Kuma, let alone Sengoku. Sengoku had treated them courteously before because they were part of the World Government's public image, and he had not wanted to make things too hostile.
