Sunagakure in the Land of Wind had been an ally of the Land of Fire for many years. However, ever since the alliance was established, Sunagakure had held a great deal of resentment toward Konoha.
During the Second Shinobi World War, Konoha and Sunagakure fought a major battle before the two countries signed an alliance.
The battle that ignited the Third Shinobi World War began when Sunagakure in the Land of Wind used the disappearance of the Third Kazekage as an excuse to attack Konoha first, tearing apart the alliance between the two countries.
After the Third Shinobi World War ended, Sunagakure was defeated and signed another alliance.
Then came this incident—the Konoha Crush Plan, in which Sunagakure joined forces with Orochimaru and launched an attack on Konoha.
Looking through the histories of the Land of Wind and the Land of Fire, one would discover that Sunagakure had always harbored deep resentment toward its ally, Konoha. Or rather, they had never wanted an alliance in the first place. Every time, they were the ones who took the initiative to wage war against Konoha.
