Doctor Octopus had not come to see Norman Osborn to gloat or ridicule the man who had ruined his experiment. He had come to trade him for Tritium, the most crucial fuel for the Artificial Sun experiment.
If he had not been certain that only the Osborn family could provide Tritium, Doctor Octopus would not even have known where the production facilities of the other capable companies were, let alone where to rob them. As for whom to approach and what methods to use to obtain it, he was completely in the dark.
Without such concerns, Norman Osborn would have been dead long ago.
At least he was returning a living Osborn. Doctor Octopus was already more principled than many kidnappers. What did a few missed meals and some dehydration matter? If Norman had too much energy, Doctor Octopus would have to worry about whether he might resist. This was just right.

As soon as he finished speaking, the mechanical tentacles immediately lifted both of them high into the air. One empty tentacle climbed onto the damaged roof and bored its way out.
