The lobby on the first floor of the First Tower—which stood 795 meters tall and had 200 floors—had become packed solid at some point. At the very least, when the victims from the chaos zone arrived, they could not even squeeze their way inside.

Suddenly, a bolt of lightning crashed down from the two-hundred-story tower... The thunderbolt was as thick as a barrel, blasting a huge crater in front of the First Tower's lobby and clearing out an entire patch of ground.
"We will investigate this matter thoroughly! Whether compensation is required, and how much will be paid, will be announced by the Association after the final investigation! For now, everyone shut up and line up to register! If anyone causes trouble here again, I'll have the thunderclouds remain outside your homes for ten days! Also, my granddaughter is only seven years old!! You bunch of bastards!!"
Perhaps it was because someone had finally spoken up, or perhaps it was the intimidating force of that enormous thunderbolt. Once the voice from the tower vanished, the place immediately fell silent... After that, the Association's employees began busily filing out to deal with the victims gathered before the
