There are plenty of people in the General Bureau who came from the four major district bureaus."

"To maintain balance." Officer Ma nodded. "Things are complicated. You should know that we aren't completely under the mayor's control... In some matters, we can even bypass Huoyun's mayor directly. The General Bureau is a launching pad that lets outstanding people leap onto a bigger stage."
"Kunlun?"
"That's right." Ma S.R said solemnly, "Kunlun, South Heaven Gate—that's the holy land of the Azure Enforcers. But that's still too far off for you. You need to temper yourself more. Maybe you'll be able to go to Kunlun someday too."
Xiao Luo Si R smiled faintly. "It would be nice to have the chance to see it, but I don't plan on leaving Huoyun City yet."
