Comrade Xiang Xiaotong, Comrade Song He:
Your report has been received. Its content was detailed and its plan clear. After several rounds of meetings and discussions, we have formally decided to launch a pilot program for the Orphan Genius Project!
The official name of the project will be the "Genius Institute." It was originally to be called the "Orphan Genius Institute," but we hope that time can lessen the pain the children feel from their orphan status. Therefore, we will retain only the name Genius Institute, allowing the children to remember only their identity as geniuses.
The Genius Institute will prioritize the care of Martyr's Orphans. Some comrades who sacrificed their lives in military operations, anti-drug operations, or Major Scientific Research Missions left behind young children who either had no one to care for them or had to rely on their grandparents and other relatives.
But relatives can never replace parents, and grandparents are advanced in age. These children will ultimately have to be raised by us. After soliciting the opinions of their relatives and the children themselves, we plan to gather them all at the Genius Institute for focused cultivation.
In addition, some abandoned infants adopted by welfare institutions, a very small number of unidentified homeless children, and children from various provinces whose parents died unexpectedly will also be screened and admitted to the Genius Institute.
The tentative enrollment of the Genius Institute is 1,000 children.
The admitted children will range in age from one to six years old. Therefore, the Genius Institute will first be equipped with kindergarten and primary school education systems, followed by junior and senior high school education systems over the next few years.
During primary school, these children will receive exactly the same education as students in public schools outside. After entering junior high
