Water Province.
It was much larger than the original Land of Water. The Empire had incorporated several neighboring minor countries as well. All provincial affairs were overseen by the chief governor sent from Konoha, while the former Fourth Mizukage, Karatachi Yagura, held a fairly high-ranking nominal post in the Ninja Guild. His main role was to reassure the Rogue Ninjas who had once been Mist Ninjas.
Karatachi Yagura was tactful as well. He only did what he was supposed to do and obediently served as a figurehead.
A number of monsters had suddenly appeared throughout the province a few days ago. The Ninja Guild had called on the Rogue Ninjas to hunt them down, but few had responded. In the end, he had stepped forward and had those who were formerly Mist Ninjas go protect the civilians.
Later, several imperial decrees issued by the Emperor resolved the issue. Now, registered Guild ninjas had begun forming teams to hunt the monsters known as Hollows, and successful captures could earn them a considerable bounty.
This meant he no longer had to worry about the matter. Karatachi Yagura sincerely admired the Empire's young Emperor. He acknowledged that the other man surpassed him in every way, and he had no thoughts of resistance. The gap in strength was simply too great.
"Mizukage-sama." A young, beautiful girl knocked and entered his office.
"These were just delivered."
She held a stack of documents in her arms and placed them on Karatachi Yagura's desk.
Karatachi Yagura frowned. "I told you not to call me Mizukage anymore. There are no more Kage in this world. It'll be troublesome if someone with ulterior motives hears you say that."
