The Land of Rice Fields was a small nation bordering the Land of Fire. Its national strength was weak, and its ninja factions were scattered, mostly mercenary organizations. In the original story, the defected Orochimaru had established Otogakure here.
When great nations went to war, it was perfectly normal for the small countries caught between them to become battlefields. They had no power to resist, and those who did resist met miserable ends.
When Kumogakure stationed troops here, the daimyo of the Land of Rice Fields chose to turn a blind eye.

This place was far larger in scale than Konoha's camp, with more than seven thousand ninja stationed here.
The Fourth Raikage A had brought most of Kumogakure's forces with him. His goal was to completely take control of the Land of Fire. The Land of Lightning's army was also ready in the rear, waiting to move out once the ninja battle was over.
Given the current state of the ninja world, Sunagakure and Iwagakure were both weakened, while Konoha had nearly been wiped out in the previous war. The Fourth Raikage felt there was no better time than now.
He had heard that Konoha had even held the Chunin Exams to celebrate peace. He wondered whether they would be satisfied with the gift he was bringing them.
"Lord Raikage!"
Someone entered the main tent.
"Lord Dodai has sent word. They've already discovered traces of Konoha ninja on their side."
There was no conference table in the Raikage's main tent, only a pile of exercise equipment. The Raikage was reclining in a broad chair and drinking water, covered in sweat as though he had just finished training.
"Since Namikaze Minato is on this side of the Land of Rice Fields, have them swiftly take Konoha's camp."
