Only nobles had the right to live in the central area of the inner city. Commoners could only purchase property in the outer ring beyond the inner city, but even so, it was far better than the outer city. The infrastructure was worlds apart.
It was said that, aside from the paradise of the Ancient City in the Painted World, the Undersea Kingdom was the most stable place. Its situation resembled that of a dynasty nearing its end. It had laws to a certain extent, and inflation was not yet too severe.
The dynasty had certainly been brutal in its later years, but its systems during its peak had been far superior to those of the Undersea Kingdom. The Undersea Kingdom had reached its current state largely because commoners who lost their minds suffered a death rate of up to 51%, rather than becoming beasts 100% of the time.
Aside from that, the undersea world had a unique geographical environment. There were only a few channels connecting the seven Shelter Cities with the main city, and all of them were controlled by the nobles and divine envoys.
In other words, whatever the divine envoys and nobles said the other Shelter Cities were like, that was what they were like. They possessed an absolute monopoly over information.
The divine envoys and nobles had complete control over what the outside world was like. Given the distance between two Shelter Cities, even with the Sea God statues, commoners had neither the resources nor the time to reach another Shelter City.
In the past, the Sea God would conduct an annual inspection tour, reviewing the work of the eight divine envoys overseeing the eight Shelter Cities. But one year, the Sea God was ambushed. No one knew exactly
